[Solved] Change Upload limit

I have looked everywhere to try an get the upload limit to change for a drupal site that I am trying to get up and running. I have edited /etc/php5/cgi/php.ini and /var/www/fcgi/master/php5/php.ini and then restarted apache2. The upload limit still says 2mb on the site. How can I change this?

/var/www/fcgi/domain.tld/php5/php.ini

That does not work, I figured it out. I had to edit the /var/www/fcgi/domain.name/php5/php.ini
