Its not a Problem but just a hint that you don't have to use this directive like this

HideNoAccess off

because the default value is none so it is not set and you could use this:

#HideNoAccess off

or completeley remove it from proftpd.conf

About your patch for the apache graceful issue:

On Debian, the following command:

apache2ctl status

Always return 0 same if apache is down.

Can you check the returned value on Gentoo;

Apache down ---> apache2ctl status ---> value from $?
Apache up ---> apache2ctl status ---> value from $?
