Creating users works only after running debug script

Hi, we have a strange occurance. We installed ispcp and made an error with the host name. Anyway creating users worked fine after the first install.

Then we decided to make a clean reinstall with the correct host name settings. So far so good, but now creating users hangs at creation status.

Then we enabled debug mode and ran the debug script
/etc/www/ispcp/engine/ispcp-rqst-mngr (OpenSUSE)
and suddenly after debugging the status of users changed to "ok".

We did another test created a new user ... hangs again at creation status.

A status change requires running /etc/www/ispcp/engine/ispcp-rqst-mngr

Any tips how to solve this problem are appreciated, thanks.
