PHP error messages problem

Hello!

I have problems with php error messages, because they're not visible. I tried modificate all of the php.ini files with no luck. Also, if i try show the phpinfo in browser, it not visible, only a blank page. I removed the disable function!
Only this works sometimes:

error_reporting(E_ALL);
ini_set('display_errors','On');

I have 2 systems with the same problem.

I use ispcp omega 1.0.7.
