Setting up

Hi bit of a novice question but here we go
I have taken over management of our web site but I just keep getting error 403 when I upload from Web Builder 9
I am in the C Panel but I think it maybe to do with file structure
Please can anyone advise where the index.html file for my web site should sit Cheers Stu
