I found that gentoo's settings in 00_default_settings.conf was causing the problems.


Changing from:

Code:

<Directory />
   Options FollowSymLinks
   AllowOverride None
   Order deny,allow
   Deny from all
</Directory>

to

Code:

<Directory />
   Options FollowSymLinks
   AllowOverride None
   Order allow,deny
   Allow from all
</Directory>

fixed the problem...
