Hello,

is it recommended to update the OS packages (RPM or DEB) when upstream provider releases update.

What will be the procedure in that case?

Just for example EPEL released new proftpd package should I update or not?

So I bite the bullet and went ahead with upgrade.

Just upgraded proftpd and mysql it seems OK.

Will post here if there is change.

As long as you don't switch to a newer distro version it should be fine. Updating between distro versions is ok, but you might have to manually update some configurations (as you would have to do when updating without panel, anyway).
