Bei Statisch werden in einem Zeitabstand fertige HTML Seiten erzeugt.
Diese lädt der Apache schnell (wird ja nichts durch einen Interpreter gejagt) und das Risiko einer Sicherheitslücke ist geringer (bzw. gleich Null).

Bei Dynamisch wird ein Perl-Script aufgerufen welches Informationen just im Moment aufbereitet. Früher gab es immer wieder Sicherheitsprobleme damit.
Bei Dynamisch kannst Du (als Vorteil) mehrere Monate anschauen.
