vi /etc/init.d/ispcp_network

add the follow line below the '#!/bin/sh'

# chkconfig: 2345 85 15
# description: ispcp_network service

now you can retry:
chkconfig --add ispcp_network
chkconfig --level 345 ispcp_network on
