Tak jak już na początku przypuszczałem leci twój ispCP pod mod_php a nie pod fastcgi. Prawa twoich plików pod /var/www/ispcp/gui/ tez mi się wydawają dziwne. Chyba coś w czasie instalacji zrobiłeś źle.
