You can try to increase the "PHP_FCGI_CHILDREN=2"
So that there are enough sockets available and no time get lost to start them.

BeNe, I will try your suggestion and report back. I tried altering some of the settings but returned no positive results as the overall problem remained. I will attempt again now and see.

If you have several sites apache usually won't keep a fcgi process open for each domain when there's no activity, so it may take some seconds 'till apache starts the php's fcgi parent and then it's childs which will then handle the request.
